• Business Dilemma:
  The Israeli government published Government Resolution 4753, which aims to increase the use of government information for the purpose of improving government policy, promote research at the state institutions, and increasing the effectiveness of government actions. As part of this decision, it was decided to establish a government data lake in the Central Bureau of Statistics (CBS) as a supportive research infrastructure for advanced data-driven policies. TASC was asked by CBS to assist in planning this unified data infrastructure’s architecture.

• Process:
  While collaborating with various government ministries and conducting best-practice research for advanced data solutions, our data team designed the unified data infrastructure’s architecture. The team also reviewed a variety of technologies and tools to assemble and support the various layers of the unified-data infrastructure, including data warehouses, ETL tools, orchestration tools, and data catalogs.

• Strategic solution:
  The client approved the architecture and the implementation started in mid-2021.

• Business Dilemma:
  Israel’s Ministry of Justice consists of a wide range of very different units. Management asked for TASC’s assistance in formulating a strategic plan that would relate to all units, as well as address their common denominator.

• Process:
  TASC reviewed the trends that were expected to affect the Ministry’s activity in the coming years and conducted workshops of both management and small working groups to formulate and improve the plan. Management of all units were involved, which helped optimization and implementation of the plan within the Ministry’s units.

• Strategic Solution & Impact:
  The program was detailed into annual unit tasks within the framework of the Ministry’s annual work plan, which is practiced by all government ministries in Israel. TASC assisted the MOJ in execution of the plan.

• Business Dilemma:
  Due to growing social and economic gaps between the Arab sector and other sectors, the government decided to formulate an economic development plan for that group. TASC was asked to assist in formulating a plan based on budgetary reallocation.

• Process:
  Formation of the plan was based on a social and economic gap analysis between Jews and Arabs in Israel; existing policy review, including budgetary distortion diagnosis; and an international benchmark aimed at introducing new budgetary mechanisms. Interviews with representatives of all stakeholders were conducted to better coordinate and engage them with the plan.

• Strategic Solution & Impact:
  The project resulted in a road map for changing the budgetary-allocation mechanisms of various ministries, ensuring that Arab citizens are budgeted according to their 20% representation in society and often with preferential resource allocation. The program was authorized by the Knesset and TASC’s team is working on implementing the program.

• Business Dilemma:
  The PMO (Prime Minister’s Office) wanted to streamline speding at government ministries. Based on international examples, the PMO formulated a systematic and consistent methodology for expenditure review to identify areas of inefficiencies and formulate efficiency plans. The PMO has asked TASC to assist in improving the methodology and implementing it within the government.
• Process:
  TASC assisted in managing the government process (in terms of timeline, submission formats, training, steering committees, etc.) and accompanied specific ministries in the Spending Review process. Lessons from the process were used to improve the following year’s process and methodology.

• Strategic Solution & Impact:
  The Spending Review methodology was updated based on lessons learned. TASC continues to assist the PMO in improving the methodology and assimilating it among government ministries.
